Garrard Release Photo Records
A booking photograph records appearance during a specific booking. It can remain in an agency file after the person drops off a live roster. The photo alone does not show a release date, release type, court disposition, or present location. Pair it with the booking number and release transaction.
Kentucky public access is not absolute. Privacy, active-investigation, juvenile, sealed, and expunged-record limits may apply. Ask the custodian for releasable portions and the cited exemption when material is withheld. A DOC offender photograph is distinct from the Lincoln or Boyle booking image associated with a Garrard arrest.
Find Garrard Release Mugshots
The correct channel follows the custody source. Garrard may hold arrest or transport records, but the actual housing jail is normally the booking-photo custodian.
| Channel | Photo? | Access path |
|---|---|---|
| Garrard sheriff or county | No gallery found | Request any Garrard-held arrest or transport record. |
| Lincoln County Regional Jail | May hold booking image | Ask for the image tied to booking number and date. |
| Boyle County Detention Center | May hold booking image | Use its records route for the exact booking. |
| KOOL | Most, not all records | Look for the camera icon and full DOC record. |
| VINELink | Varies | Use it first for custody identity, not as the certified photo file. |
| Court or news archive | Sometimes | Verify origin and date against the official record. |
Commercial copies can be stale, misidentified, or detached from the disposition. They should not replace an agency response.
Garrard Sheriff Photo Options
The Garrard County Sheriff site has social links, but the reviewed navigation had no jail app, inmate menu, released view, or official photo gallery. Garrard cannot publish a live jail-photo feed for a facility it does not operate. Social posts are not a complete booking or release archive.
VINELink is the documented mobile custody tool. It can help identify the reporting jail and custody status, but the housing facility remains custodian of the booking image. Use the Garrard 24-hour release path to confirm a same-day event separately from the photo.
Request a Garrard Booking Photo
Ask for “the booking photograph associated with booking number and date,” not a broad label about the person. A precise request helps the custodian locate the right image and avoids confusion with a DOC photograph.
- Identify Lincoln, Boyle, or another actual housing jail through VINE, the arresting agency, or the Garrard case file.
- Provide the full legal name, DOB or ID if known, arrest date, arresting agency, and booking or case number.
- Request the booking sheet, release transaction, and photograph tied to that booking.
- Ask for electronic delivery and a cost estimate.
- If denied, request the statutory basis and any segregable nonexempt record.
- Compare the response with the release date, type, and destination.
The Garrard open-records page can be used for county-held arrest, transport, or routing material and displays a $0.25-per-page amount. Kentucky's general agency response period is five business days. DOC has its own written-request route and fees for offender records.
Verify Garrard Photo Copies
News reports and third-party archives may retain a photo after an official live roster changes. Treat those copies as leads only. Check whether the image identifies the agency, booking date, and record number. An old photo may relate to a different event, and a caption may omit a later dismissal or expungement.
Do not rely on facial similarity. Obtain the booking sheet and photo from the custodian, then match identifiers. A continued online image does not establish current custody, guilt, or the outcome of the case. No commercial mugshot publisher or removal service is endorsed or linked here.
Garrard Mugshots and Expungement
Kentucky expungement can remove qualifying records from ordinary official access. An expungement order may direct courts, arresting agencies, and local jails to expunge covered material. That can explain why an older image or booking record is no longer available. Consult the Garrard Circuit Court Clerk and the official Kentucky expungement process for the case, rather than assuming a missing photo means no arrest occurred.
KRS 61.8746 is narrower than a general photo ban. It restricts using a booking photograph obtained from a public agency on a publication or site that demands a fee or other consideration for removal. The law provides court remedies. It does not require every sheriff to publish photographs, and it does not make every official or news use unlawful.
Garrard Photo and Release Proof
A photo and a release record answer different questions. The image can help identify the booking. The release transaction states when the facility closed that custody episode and may state why or where the person went. A court order supplies legal authority but may not give the exact door time.
For a Garrard-origin arrest, combine the housing jail image and transaction with the Garrard docket. For a state sentence, compare the KOOL photo, status, and DOC Daily Releases file. If the local record says transfer, look for the receiving record before describing the person as released into the community.
Identify Garrard Photo Custodians
Garrard County's lack of an operating jail changes the request route. The sheriff or county may have an arrest report, transport sheet, dispatch record, or other originating material. The facility that booked and housed the person is more likely to hold the booking photograph. The county jailer page names Lincoln County Regional Jail and Boyle County Detention Center as the principal adult housing paths, but placement can change.
Start with VINE, the Garrard arresting agency, or the court case to identify the actual facility. Then ask that custodian for the image tied to a booking number and date. If Garrard delivered the person elsewhere, a county-held transport record can identify the receiving jail. Do not send the same vague photo request to every office.
The closed Garrard County Jail is now a historic site, not a current booking source. An online page that labels its old address as a working jail is not reliable evidence. No person is photographed or released from that building today.
Build a Garrard Photo Request
A useful request describes existing records. Agencies do not have to create a new narrative or assemble facts that their system does not maintain. Give enough detail to locate one booking while avoiding unneeded personal information.
- Full legal name and known aliases.
- Date of birth or jail identifier, when known.
- Approximate arrest and booking dates.
- Originating Garrard agency and court case number.
- Housing facility and booking number, if identified.
- The booking photograph, booking sheet, and release transaction for that event.
Ask for the release date and time, release code, destination, and authorizing order with the photo. Those fields keep the image connected to the correct custody episode. Request electronic copies and a cost estimate. If the agency is not the custodian, ask whether it can identify the facility to which the person was delivered.
Kentucky's Open Records Act permits written requests through delivery, mail, fax, or email, subject to the statute's resident-access language. Agencies generally respond within five business days. A response can provide records, cite an exemption, or state when records should be available.
Compare Garrard Photo Sources
A Lincoln or Boyle booking photograph documents a local jail admission. A KOOL photograph documents a DOC offender record. They may show the same person at different times, and they should not be described as interchangeable. KOOL says photographs exist for most, not all, offender records. A camera icon marks availability, and DOC photographs are updated at least annually or after a major appearance change.
VINELink can help locate a custody record, but photo display can vary by participating agency. The Garrard docket usually explains the disposition rather than serving as the booking-photo file. A news image may be a copy from an agency release, a courtroom image, or an unrelated file photograph. Check its caption and source.
| Image source | What it can establish | What it cannot establish alone |
|---|---|---|
| Housing jail | Appearance tied to a local booking | Later case result or current custody |
| KOOL | Identity within a DOC record | The Garrard arrest booking image |
| News report | What an outlet published at that time | Official authenticity without attribution |
| Unverified copy | A lead for source tracing | Identity, release, guilt, or present status |
Read Garrard Release Context
Release types carry different meanings. Bond ends the jail stay while the case remains pending. A dismissal or acquittal concerns the case outcome. Time served means the ordered custody term was satisfied. A transfer closes one facility record but begins or continues another. Parole ends prison confinement under supervision, while discharge can mean the controlling obligation has ended.
The photograph does not identify which event occurred. Obtain the release transaction and read the exact code or plain-language type. For a state-sentence case, the DOC Daily Releases archive can distinguish entries such as minimum-expiration discharge, release with a detainer, shock probation, mandatory reentry supervision, or conditional discharge. Match the DOC number and “Released From” field.
A Garrard court order can explain the authority for bond, probation, dismissal, or another change. Yet the order may precede the physical exit, especially when another hold exists. Pair it with the jail timestamp and destination. If a person moves to DOC, the correct next image may be the KOOL photograph, but the local booking image remains a separate record.
Garrard Photos After Expungement
Kentucky's official expungement process can remove qualifying records from ordinary agency and court access. Dismissed-with-prejudice and acquitted nontraffic cases on or after July 15, 2020 are generally subject to the court's automatic process after thirty days. Other cases have different eligibility rules, waiting periods, and fees. The Garrard Circuit Court Clerk is the local starting point for the case record.
An expungement order can direct the court, arresting agency, and local jail to expunge covered records. When an official photo disappears, do not treat its absence as proof that no booking occurred. Conversely, an old third-party copy does not prove the record remains lawfully available from the agency. Confirm the order and current official response.
Do not republish material known to have been lawfully expunged. If an official source still displays covered material, provide the case and order details to that source. A private publisher has its own correction process, but no payment-based removal service is recommended here.
Kentucky Mugshot Removal Limits
KRS 61.8746 targets a specific commercial practice. It prohibits using a booking photograph obtained from a public agency on a publication or site when removal requires a fee or other consideration. The statute provides a circuit-court remedy, possible injunction, costs and fees, and escalating discretionary daily damages.
The law is not a blanket ban on booking photographs. It does not require Lincoln, Boyle, Garrard, or DOC to publish an image. It also does not make every official record or news report unlawful. Public access remains subject to the Open Records Act, applicable exemptions, retention, sealing, and expungement.
Keep any correction request factual. Identify the exact URL or record, booking date, source agency, and reason the image is wrong or no longer available from the official source. Preserve the response. Avoid sending identity documents to an unverified publisher.
