Garrard VINELink Custody Coverage
Kentucky VINE is a free, 24-hour custody-information and notification service. Official Kentucky material says it includes participating local jails and adult correctional facilities. For an in-custody record, it can provide the location, address, and phone. For an out-of-custody record, it can provide a reported release date. Available channels include telephone, email, text, TTY, web, and the VINELink app.
This statewide reach matters in Garrard County. The county has no jail, and its documented principal housing paths are Lincoln County Regional Jail and Boyle County Detention Center. A person can also move into DOC. Search Kentucky as a whole instead of guessing one jail. VINE does not cover federal BOP custody, and it is not a historical court archive.
Search a Garrard VINELink Record
Use the most stable identifier available. A full name can return similar records, while a jail or DOC number narrows the match. Do not assume the first Garrard-related result is the only custody record.
- Open VINELink and select Kentucky.
- Search by name or by jail or DOC identification number.
- Compare spelling, identifier, facility, and status across all matches.
- Open the correct record and read the reporting facility.
- If the person is in custody, note the location and contact. If out of custody, copy the displayed event and release date exactly.
- Search again for a second active local or DOC record, then corroborate with the jail, court, or DOC.
A broader custody-source sequence appears on the Garrard County released inmates search. VINELink is most useful here when the inquiry concerns one specific person.
Garrard VINELink Release Fields
Labels and available details can vary by reporting agency. Read each value as part of one custody record, not as a universal statement about the person.
| VINELink item | How to read it |
|---|---|
| Name and ID | Identity match for the reporting record. |
| Custody status | Whether that record reports in or out of custody. |
| Facility and contact | The jail or corrections source reporting the event. |
| Release event and date | Exit from that reporting custody record. |
| Notification options | Alert methods offered for the matched record. |
A release date is not always a community-release date. It may accompany a transfer, and another record can remain active. Compare the event with the facility release sheet and the Garrard court or DOC authority.
The successful manifest image comes from the official VINELink search and registration entry.

Use that person-level entry point to choose Kentucky, match an identity, and reach the alert controls for the correct record.
Register Garrard Release Alerts
Registration attaches an alert to a matched record. Confirm the facility and ID before adding contact details. Never share the telephone PIN.
- Open the matching record and choose notification registration, or call 1-800-511-1670.
- Select phone, email, text, TTY, or in-app notice where offered.
- Provide the destination information. Telephone registration permits up to two phone numbers.
- Create a memorable four-digit PIN for telephone calls.
- Complete any email, text, or app confirmation shown.
- When a release call arrives, enter the PIN to acknowledge it and stop repeat calls.
Kentucky instructions say jail-release calls repeat every thirty minutes for up to twenty-four hours or until acknowledged. For a state-institution release, notice may arrive about seventy-two hours ahead when possible. Immediate court action, newly applied credits, or an escape may leave no advance-notice period.
Confirm Garrard VINELink Results
VINE data can lag. A “released” event means release from the reporting record, not proof that every authority released the person. Call Lincoln or Boyle when that jail reported the event. Ask for the release type, destination, and timestamp. For a DOC record, compare KOOL status and the dated Daily Releases file. The Garrard docket may show the order behind the custody change.
If VINE says released while KOOL shows an institution, the local record may have closed on transfer to state custody. If KOOL shows District 14 or a supervision county, physical custody may have ended while post-release supervision continues. Record both exact statuses instead of choosing one.
Why Garrard Needs Statewide Search
Garrard's custody geography creates duplicate-record risk. A detainee may begin at Lincoln or Boyle and later enter DOC data. Kentucky's VINE materials recognize that a DOC offender can also have a local-jail record. A statewide name search exposes both paths better than a search tied to one guessed facility.
Check every plausible match. Compare IDs, facility names, and event times. A local release followed by an active DOC entry is consistent with transfer. Two records are not proof of an error, but they do require a second-source check before treating the person as back in the community.
Trace a Garrard Custody Move
A VINELink result becomes much more useful after the originating event is fixed. Gather the full name, approximate arrest date, arresting Garrard agency, and court case number if available. A brief arrest may never produce a DOC record. A felony sentence may produce both a local-jail entry and a later DOC entry. That difference controls which follow-up source can confirm what happened.
If the person was listed at Lincoln or Boyle and then vanished, search VINE again without limiting the facility. Open every plausible result. A second record at a Kentucky correctional institution can explain the first record's released status as a transfer. If no second record appears, call the reporting jail and ask whether its transaction shows bond, court order, time served, discharge, or transfer. The Garrard docket can show the legal order, while the jail supplies the physical exit time.
A person released from prison can still appear in KOOL under District 14 or a County of Supervision value. That status is consistent with community supervision. It does not mean the sentence has fully ended. Read the VINE event and KOOL location together.
Match Garrard VINE Identities
Name-only searches can return several people. Compare the full spelling, known aliases, jail or DOC number, reporting facility, and event dates. A similar name is not a match. When an identifier is available, use it because it connects the alert to one custody record rather than to a broad name search.
Kentucky VINE can hold a local record and a DOC record for the same person. That is especially relevant to Garrard because detention starts outside the county and may later move into state custody. Duplicate entries are not automatically errors. They may describe distinct stages of the same case. Record the identifier and facility attached to each result before comparing their dates.
If identity remains uncertain, do not register against a guessed record. Contact the likely jail with the arrest date and case number. For a state offender, compare the DOC or PID number in KOOL. Correct identity comes before any status conclusion.
Read Garrard Release Alerts
A VINE call or message reports an event supplied by the participating agency. Preserve the event wording, reporting facility, date, and time. Do not shorten every message to “free.” A jail release may mean return to the community, transfer to DOC, transfer to another county, or movement under another authority. A new record elsewhere can remain active.
Telephone alerts use the four-digit PIN as acknowledgment. Kentucky's instructions say a jail-release call can repeat every thirty minutes for up to twenty-four hours until acknowledged. The PIN stops repeat notification calls after receipt. It does not verify identity for a jail records request, and it should not be shared.
State-institution notice may arrive about seventy-two hours before release when possible. That timing is not guaranteed. An immediate court order, new sentence credit, escape, or other sudden change can cause notice only when the event occurs. For time-sensitive plans, contact the institution or DOC Offender Information Services after receiving the alert.
Compare VINE and Garrard Records
Each public source answers a different question. VINE reports custody events and supports notification. Lincoln or Boyle holds the local booking and release transaction. The Garrard Circuit Court Clerk holds the case record and filed orders. KOOL reports DOC custody or supervision. The DOC Daily Releases archive supplies dated state-sentence releases with “Type of Release” and “Released From” fields.
| Source | Best use after an alert |
|---|---|
| Housing jail | Confirm the timestamp, release code, and destination. |
| Garrard court | Find the bond, dismissal, sentence, probation, or custody order. |
| KOOL | Check DOC institution or supervision status. |
| DOC Daily Releases | Verify a dated state-sentence release by DOC number and type. |
| BOP locator | Check federal custody only when jurisdiction is federal. |
No result is universal. Someone released on local bond may never appear in KOOL or DOC Daily Releases. A BOP result does not settle Kentucky custody. Use the source tied to the actual custodian.
Correct a Garrard VINE Result
When two systems conflict, save the exact name, identifier, status label, facility, URL, and access date. Call the agency that supplied the disputed event. VINE is a notification layer, so the reporting jail or DOC is better placed to check the underlying transaction. Ask a narrow question about the existing custody or release record.
For an older event, request the booking and release sheet from Lincoln or Boyle. Ask for the date and timestamp, release code, destination, and authorizing order. Garrard County may hold arrest and transport records even though it did not house the person. The court file may outlast a live roster and explain why custody ended.
Recent KOOL information can be revised, while DOC's public release series is retained permanently. A written agency response is stronger than replacing a missing or disputed record with a guess. If protected information is withheld, use the nonexempt status and transaction fields that the custodian can release.
